Activation / deactivation screen not loading on user accounts

I have been using an adobe suite license across multiple devices for the past couple of years without issue. Able to log into a machine and choose to log off another machine if the 2 device limit has been reached.

A machine has now been upgraded and everything needed has been re-installed with the latest creative cloud application, where the license screen has now changed.

The windows user accounts are not administrative accounts so i'm having trouble with getting this latest update to work as it was previously. Now when you sign into your adobe account when opening an application, the log off screen for the licensing doesn't load and instead just shows an error.

I have tested by logging into the machine as an administrator and right click and run as administrator instead and the applications then work as they should and the licensing page loads without the error. So I believe it must be a permissions error which the user accounts wont have the ability to do.

Has anyone else come across this problem or can give any hints on a way to sort this moving forward as I have held off updating any other machines at this time because of this.
