I'm trying to download After Effects from the Creative Cloud desktop application and I have a concern that I hope you can answer me.
I am in a place where the internet is very, very slow and the CC installer does not have the option to see the speed at which the download is taking place or the option to pause the download. My question is the following if for example: my download is at 30% if I cancel the download, I have to start the download again from scratch or the CC installer remembers the downloaded percentage and pick up the download from the point where the cancels.

I would simply look for a reliable internet connection, download the software. You can then go where ever you want with a very bad connection to install the software. The sign in

I would simply look for a reliable internet connection, download the software. You can then go where ever you want with a very bad connection to install the software. The sign in does not need a fast internet.

Abambo is right. Over time, Adobe has tried to improve the CC Desktop app to better manage a slow or spotty Internet connections, but not sure how successful it is in all situations.
The direct download links may be a better bet for you, especially in conjunction with a third-party utility like Internet Download Manager (IDM) – which excels at that sort of thing.
Also try the good idea of downloading the installers one place (with fast/strong Internet) and then copying them via a USB drive to install elsewhere.

I think adobe would have to show in future versions, the download speed and also the actual weight of each program. I thank you for the direct download links and their help, they were very useful for me.

It's a good idea. It's been requested on and off since the Cloud was conceived. Hasn't happened yet.
