Hey all, yes another error code 146... However I believe this situation to be rather unique. The error happens when updating the CC app and/or downloading any of the CC apps.
I've performed all of the solutions proposed to me through the adobe websites to the best of my ability, however it has not worked. Reading on the forums I couldn't find anything that helped either.
Would say that this is related to my OS, Windows, as it's unable to update either. (0x800706be), a friend has suggested that my school account has hijacked my personal laptop basicaly and removed access to certain settings. E.g. Side-Loading, however I found a way to work around that by going through the Registry editor.

Thank you for your time and I'm looking forward to any replies!

if you have a windows error you should reinstall your os after backing up your data to a non-c drive. then reinstall your programs including the cc desktop app and use it to reinstall your adobe programs.
