Adobe Photoshop Elements 2020 Photo Editor Won't Open In Win 8.1

I downloaded and installed the Photoshop Elements 2020.

The Video Editor opens but the Photo Editor will not.

It says try Photo Elements for free and offers a choice of download Trial or Install from CD.

The trial download is for the 2022 version which is not supported by my pc.

I do not have a cd as I downloaded the Photoshop Elements 2020 software from the Adobe website.

I can't find a way to enter my serial number for the Photo Elements software as I did for the Video Editor.
Any help would be greatly appreciated.

Are you sure you are trying to open the 2020 version?

Try opening PhotoshopElementseditor.exe from Program files in  the 2020 folder.
