Adobe Premiere Elemenst 2020 problem instalation

I purchased Adobe Premiere Elements in February 2020. It was installed on one laptop and until yesterday it worked without any problem. Today, I had to do a hard drive format. After booting the laptop, I started the installation of Windows 10 and Adobe PE2020. Unfortunately I was unable to complete this installation. The Adobe Premier Elements 2020 license is perpetual. I would like to ask you for help in this matter (email address removed). I want to continue using this program. Its purchase cost a lot of money.

  1. Install the Creative Cloud Desktop app (even if you don't subscribe to any Cloud apps) and log in to it. You do not have to install any Cloud application.

  2. After logging in to the Cloud Desktop app, try to install or update your Premiere Elements. 

 

This has worked for others.

Well I tried something unlikely and it worked.  I bypassed the AutoPlay.exe, instead running Set-up.exe in the program folder on the installation disc.  The program installed, updated and seems to work.

Message during installation of Adobe Premiere Elements 2020: update needed:

(your browser or operating system is no longer supported. You may need to install the latest operating system updates).

My operating system is WIN10 64 fully working and updated. All other programs installed on the system work fine.

Go to Win search.  Type winver and run the command.

The last update version I received was 21H1, (Build 19043.1348).

Also make sure you're using a modern browser.

Having this same problem on Win 10, up to date, with up to date browsers.  Have installed Creative Cloud Desktop app, rebooted, signed in. Installation still fails with outdated OS/browser message.

 

Any other suggestions?
