Does this software come in DVD disk sets?
I am a new user to Adobe Creative Cloud having migrated from Production Premiere 4 and 5 DVD disk sets. I am pleased I still have the older version(s) installed as Creative Cloud Premiere Pro CC 2018 only allows for single access unlike the former disk sets where you can be in and out of the software multiple times a day.
Its frustrating because now I get a single access then have to restart the computer if I want to re-access the software.

That's right Maurice, Adobe stopped mailing out the on-request Creative Cloud DVDs a little over a year ago.
However, there are still CC 2018 offline installers available for download, which are what Adobe used to ship out on the DVDs.
In any case, as John and others pointed out above, whether or not the software comes via DVDs or DDLs really has nothing to do with the issue that the OP Stephen describes. Whether CC or CS, it is all still desktop software.

what problem do you see when you open premiere 2018>close it>and then try to reopen it?

When first opened when computer starts, there are no issues however if I
close the software then go back to it later on, it won't re-open unless I
restart the computer.
Hence my question if the software was available in disk set as never had
any problems with the DVD version plus its more secure than cloud based
software.

That's curious. Works fine for me. I can open and close the software all day on my computer without restarting.

The software is not available on disk. Download only.
Are you aware that Adobe Cloud software is not Cloud based. It installs and runs on your local hard drive in exactly the same way as it has always done with the DVD version. Adobe administers your licence via the Cloud. It checks your Adobe ID against your financial status to ensure you are up-to-date.
Why do you think that DVD versions of software are more secure than Cloud based?

in the past, customers were indeed able to receive a Creative Cloud DVD - containing Installer files - directly
from Adobe by contacting the Customer Service. However, according to ProDesignTools, it is no longer
possible to get one. (Maybe ProDesignTools can chime in and update us on this?! )
Now onto your issue: It sounds like the process isn't shutting itself down successfully when you close Premiere.
Could you please open Premiere and close it again, taking a peek at the Task Manager / Activity Monitor
and see, if there's still a process with Premiere in its name listed?

per message 4, pre is probably not shutting down completely and you'll find a pre process still running.
