Adobe products will not install OR uninstall on my laptop.

I have a Dell inspiron laptop, intel CORE i7.

 

wanted to free up some space on my laptop, but when I tried uninstalling adobe animate cc and after effects, it tells me that they are already uninstalled. Then why are they taking up space on my computer? I dug through my whole computer, deleting any files that looked like they could be animate or after effects. And emptied my trashbin too. But the computer still tells me those programs are taking up space. Here's a screenshot:

Later, I tried using photoshop elements. But when I tried loading it up, it just appears as a blank white window, with the minimize and exit buttons working, but the maximize button greyed out. And it never starts working no matter how long I wait. (I also attached a screenshot of this problem. Should be there down below.)

 

I bought this version of photoshop elements as a CD at BestBuy. (It used to work just fine.) But even when I put the CD into my computer, nothing changes.

 

So I tried uninstalling and reinstalling photoshop.

 

But photoshop won't uninstall either. It gives me the same message, that photoshop has already been uninstalled. What?

 

In trying to purge myself of all these troubles, I tried getting rid of Adobe Creative Cloud, and reinstalling it. But now, as I'm reinstalling it, it will only install up to 18.5%. I saw on the FAQ that many people are also having this problem with Creative Cloud. However, all the other problems seem to be unique to me. It's baffling and frusterating, and I'd really appreciate the help. Thank you!
