Hello,
I did fresh install of Windows 10 Pro x64 1903 with all updates. Nothing on it...blank. Adobe XD or Adobe Creative Cloud Desktop App will not install. When I double click on it or right click...Administrator it will prompt me UAC for Yes/No and I press YES and that is it. From there there is nothing else. That window will disappear and installation will not continue. There is no error MSG nor any "error" sounds whatsoever. Thought it was my PC so I did another clean install. Same thing. I then installed all of my other apps just fine (regular Windows 10 apps and Windows 10 Store apps). No issue whatsoever. This is a first time I am dealing with something like this in my life and I am an IT. No other app gave this kind of an issue before except this Adobe XD and Adobe CC. For the record, I also have Adobe Reader (free) installed just fine.
Did anyone else have this issue and was able to fix?
Thanks!
Regards,
AI

Did you really think I downloaded it from somewhere else?

AIDesign, did you use the process listed in https://helpx.adobe.com/creative-cloud/help/download-install-app.html to install Adobe XD? If so, then please check the install logs to determine the error that is preventing Adobe XD from installing. Information on how to locate and interpret the installation logs at https://helpx.adobe.com/creative-cloud/kb/troubleshoot-download-install-logs.html.

I have used those instructions to install but there are no log files nor any error MSG that pops-up.
However, there are two files that are created in:
DRIVE_LETTER:\Users\USER_NAME\AppData\Local\Adobe\OOBE
The files are:
temp_ins_lbs_wid.file
temp_lbs_wid.file
I managed to open them and they have nothing of any sort of a log in them.
