Arobephotoshop download credit card

Good morning, I hope I'm in the right forum!
Two weeks ago I tried to download Adobephotoshop cc from this site, I completed all the steps and entered my credit card details. When I had to download the application, it showed me a Text with an inscription that says based on your IP address in Germany, the application cannot be downloaded, and then I left it. Now I check my account, they have withdrawn 59.48 Euro without offering me the service, so I could not download Adobephotoshop. What do you think has happened to you? and do you have any ideas where i should report it as a case?

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.

Agree with kglad to install the Creative Cloud desktop app and go through it to access Photoshop.
