My laptop died and after reinstalling Elements 13 I can't activate it because too many are activated already. The activated ones aren't listed on my account and I can't deactivate. The Adobe help was useless and suggested I upgrade!

Verify that the ID you're using to log in to your Adobe Account is the same one you used to purchase the product. If you forgot to register it, it probably won't show up. I think you can still register it and then use the deactivation information to clear things for you.
If that doesn't work, get back in touch with customer support and explain that the product is not showing up in your account. They may be able to restore it (no guarantee). If that doesn't work, tell them you need an Activation Count Reset. using exactly those words.
If they claim not to know what you're talking about, ask to be escalated.
If they try to send you here for help, remind them that this is an account issue and only Adobe employees can handle those. And ask to be escalated. Keep asking until you get in touch with someone who will help. If you want, get the employee's name (first only, I think?) and ID number so you can inform whoever you talk to that this employee (or employees) needs more training.

When you can't deactivate a serial number
BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT
You may need to PERSIST or TRY AGAIN to find a support agent with more experience
Be sure to remain signed in with your Adobe ID before accessing the link

Given PSE 13's advanced age, that's not bad advice. Software has an expected life of 3-5 years if you're lucky. In 8 years, how many times have you updated your system?

Feels like I'm being trolled but I'll explain.
I bought a product and expect to be able to continue to use that product without paying a monthly fee. The product works just fine for everything I need for a cost of £50.
I've used it sparodically over the past 8 years but paying monthly that would have cost me over £500 for exactly the same product. Adobe's monthly pricing is a con, a trick, a ruse, a scam, dishonest and whislt they persist with it I'll never purchase from Adobe (or any other monthly charge software) ever again.
I hope you undersatnd and now know why monthly charging is dishonest and shouldn't be supported

Nobody is trolling you.
This here is a user-to-user forum. We are normal users as you are. You have to contact the Adobe support. Only they can reset the activation.
Photoshop Elements 13 is an 8 year old program and it will be not compatible with the newer version of the appropriate operating systems. As @Nancy OShea wrote software has an expected life of 3-5 years.
If you don't wish a subscription (which I also accept) and there's also no need to buy a subscription
You can buy a update to Photoshop Elements 2021. With this update you have a full compatibility with the latest operating systems, better support of newer cameras, new and better functions to edit pictures and, and, and...
