Can't change directory of apps

Hello, I just installed CC without giving me an option to change installation directory. So I checked it out on web and found out that I have to change install directory in preferences. I did that and installed photoshop, but it still took like 2 GBs on the C drive, even though I have ps.exe in the other folder. What's the solution? Thank you

There is a lot more used than just the app files. There is the Windows Installer database you cannot move. Photoshop especially needs tens of GB or hundreds for scratch space.
