can't install Apps

 I am currently having trouble with is Adobe Creative cloud.  I downloaded the online installer and when attempt to run it it gets up to 1% and then says "The server is not responding currently. Please try after some time(error code: 207)"

 

I have turned off the windows defender firewall,  turned off windows defender antivirus, uninstalled antivirus software, Tried wifi and wired internet connection.

 

I have tried installing on another pc on the same network and it installs fine.  I don't have any ideas left.  please help.
