can't install photoshop , fix host files won't be removed by cleaner tool

Trying to uninstall all my adobe products (so I can do a clean reinstall). I ran all the uninstalls along with the creative cloud cleaner tool, but I can't seem to get rid of the application manager files. The tool won't clean: "Fix Host File".

Made all the steps found in an other topic, posting here because this topic was closed ( but appears a lot of people were still stuck in )

are you installing a current ps version? if so, did the cc desktop app install without problem and, if so, what do you see when installing ps?
