Can't reinstall apps

Hello, 

My hard drive got wiped and I'm unable to reinstall Adobe Creative Cloud onto my computer. Lightroom is working fine but whenever I try to reinstall Photoshop or Lightroom Classic the installer won't open and no action happens.
