I cant see any updates in the adobe creative cloud app.
Tried to restart and checked for updates
on win 10

What applications are you trying to update exactly, you need to make sure your OS meets the minimum system requirements for example Photoshop CC 2019 will not run on Windows 8, Windows 7 without SP1 or any version of Windows 10 below 1709
