Can't Upgrade Plan

Currently I have the free creative cloud plan, but I used to have the photography plan. I've been trying to upgrade back to the photography plan, and I clicked on update plan and chosen a new one, but when it brings me to the payment page, it says I either have to buy it with a new account, or that they have to cancel my current plan, which it lists as the photography plan. However, I cancelled this plan months ago, and when I click on the upgrade plan link, it brings me back to the plans page and when I click on upgrade plan again it does the same thing, leaving me trapped in this loop and unable to upgrade my plan. Is there any way to get past this and upgrade the plan normally?

What does https://account.adobe.com/plans say?

If you do not have a current plan there do not upgrade but buy a new one.

You may need to Contact Customer Care to sort this out. On the chat bot ask "Agent" to get a human answering your questions.
