Cannot install Creative Cloud, after running the .exe file nothing happens

Hi!

I'm trying to install Creative Cloud on a laptop running Windows 10 Enterprise version 10.0.18363 Build 18363

I have downloaded the Creative_Cloud_Set-Up.exe file from Adobe site and start it. At this point, UAC asks for permission, the installer begin to run and nothing happens.

If I check task manager, I can see a process named Adobe Installer 32-bit for each time I have tried to click the setup exe file

There is no 'Unblock' of the set up exe file available, so it's not that
