Cannot install Creative Cloud for first time on windows 11.

i cannot install creative cloud on windows 11. brand new pc. Want to install craetive cloud so i can then install other apps. when i run setup it says that another installer is already running. i go to task manager and nothing is running.

I have read many discussions, but i have no apps to run cleaner on, or any apps installed to delete opm.db file.

I have downloaded the zip file extracted and run setup as admin.

I do not know what to do at this point.
