Cannot install Photoshop CC (error is P87 - MS Windows installer running)

I got a new laptop and cannot install Photoshop CC.  I get the error code P87 - Microsoft Windows Installer is currently running.

I've ended the task Windows Installer in Task Manager, but no luck, I get the same error.

Any other suggestions I should try to resolve this issue?

restart your computer.

make sure any win updates have completed.

install the cc desktop app from here https://creative.adobe.com/products/creative-cloud and use it to install your adobe subscription and trial programs.

I tried all of this. Also stopped all installers. Still same error code
