Cannot log out or uninstall - infinite loop

I had adobe cc and related apps installed on my home computer using a license from a previous employer because the license allowed for extra devices. I no longer work for this employer and have lost access to the associated email account. When I go to uninstall apps, Adobe CC launches, and then CC gets stuck in a loading loop. No inputs register in the dropdown menus except for quitting the app. When I try to log out through Premiere for instance, I am met with "Sorry, something went wrong" and "Are you connected to the internet?" I have a new adobe account through my institution of higher learning and I would like to switch. How do I resolve this issue. I have used the AdobeCC Uninstaller and that did not work. Once reinstalled, and launched, I am met with the same loop. All other apps can only be uninstalled through Adobe CC.

Common Adobe Creative Cloud activation errors and how to solve them

 

Manually delete all those installer and activation databases and see if it makes a difference.

do a clean cc install carefully following each applicable step.  (eg, you may not be able to effect the first step.) 

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials

NOTE: win 11 users that have trouble with the latest win 10 installer often have success with the older win 10 installer.
