Am I able to download CC from my account and use the install on another computer that's not connected to the internet?

you can't use cc programs on a computer that's never connected to the internet.  a computer that's intermittently connected (every 30 days for a monthly sub and every 100 days for annual) should work.

You cannot download standalone installers using the CC Desktop app.

However, you can use direct download links to get offline installers, which you can then copy to another computer:

This is helpful when you need to get the products onto a computer which does not have a fast or unlimited network connection.

As kglad mentioned, you do need occasional brief Internet access on any system where CC is installed to initially activate the software and to revalidate your subscription from time to time.
