CC Installer hangs at 21.5% / Photoshop Installer hangs at 4/8%

I'm trying to download Photoshop. I've tried the following things. 

• Photoshop installer from creative cloud website as recommended https://creativecloud.adobe.com/apps/all/desktop —> Hangs at 4.8% for over 24 hours
  
• Direct download of creative cloud from this site: https://creativecloud.adobe.com/apps/all/desktop —> Hangs at 21.5%  for over 24 hours
  
• Direct download of photoshop from this site: https://helpx.adobe.com/download-install/kb/creative-cloud-apps-download.html —> results in error code 1
  
• Uninstall of CC from this site: https://helpx.adobe.com/download-install/kb/failed-install-creative-cloud-desktop.html -> results in error message stating "Uninstallation of Creative Cloud desktop was completed with errors"

I've ensured my mac software is up to date. This is my first attempt at downloading photoshop for creative ventures so I apologize that I am a newbie, but I am feeling a little frustrated.

Ashnbush and Ciryl, are you both attempting to install on macOS 10.15 and later?  If so, then please see https://helpx.adobe.com/x-productkb/global/fix-macos-64-bit-compatibility-errors.html for steps you will need to take to remove any installed 32-bit components that might prevent installation.

That is a TON of information I do not understand. 

Creative Cloud Installer hangs up at 21.5 without any further progress ever. Yes, I am running Catalina 10.15
