Changed my Creative Cloud Files to download to a different drive but it still goes for the first drive?

I want to start using my other drive built in to my laptop, D: drive (C: drive storage running out but it has important work and a smaller storage than D: drive) the problem is even though in my preferences I set all future installs of Creative Cloud to that drive, it fails installation because it tried installing on C: drive which can't fit it, even though I set it to go to a folder in my D: drive. How can I fix this?

uninstall the apps you don't want in their current location (https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html)

then with the CC application opened, choose the 3 dots in the upper right corner and then choose Preferences.  in the preferences panel select Creative Cloud and then look for the Install Location drop down (https://helpx.adobe.com/creative-cloud/help/manage-cc-individual-membership.html) to change the install location.

install to the new location.

I've already done this as I've mentioned. I want to install a program to the D drive and it won't allow me to even though I have already changed my settings in CC to make all new files go to a folder on my D drive, they just automatically go to C drive even though I have everything set for the D drive.
