Changing devices problem since Adobe web interface has changed

Since Adobe has recently changed the interface of their account management site, deactivating & activating devices is not working properly.  You can only deactivate all (both) devices & activate another device. This has not been a problem til now so what gives Adobe?  Using Safari & have also tried on Firefox. Same result.
