Creative Cloud cannot be updated

I'm having trouble updating Creative Cloud. It's stuck at 0% and I can't update the application or log out of my account. I've tried restarting my computer and changing my network. How can I fix this?

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, check to see if your computer meets specs, https://helpx.adobe.com/creative-cloud/system-requirements.html
