Michaelu, what Adobe applications and versions are missing? Does the computer meet or exceed the system requirements for the missing application? You can find a list of Creative Cloud app system requirements at https://helpx.adobe.com/creative-cloud/system-requirements.html.
Can you also list what steps you have implemented to resolve this behavior? This will avoid us recommending solutions that you have already tried.

Illustrator 25.2 is missing
Bridge 11.01.209 is missing
Same problem with premiere pro – but no info about version because I deleted manually and installed a new version

Michaelu, what steps did you utilize to remove Premiere Pro CC manually? Did you manually delete or remove any other Adobe applications on the computer?
