creative cloud installation problem

I have a problem with the adobe creative cloud installer
days ago while I was working my pc suddenly turned off.
when I reset my pc this error appeared ....
By accessing the creative cloud app, it does not start and continues to load in a loop
I tried to do the instazzione downloading the installer but it keeps giving me the error.
How do I reinstall creative cloud, which doesn't allow me to install at the moment? by case of first uninstall all adobe programs such as Photoshop, Iluustrator, etc ... and then uninstall the creative cloud and then proceed with the installation from scratch

do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud
