Hi there
I am in a bit of a pickle. From what I can read the main Photoshop files load to C: drive is that correct but the CC apps can be loaded on another drive?
Well that might be the case for me. I have been having an issue with a D: drive for weeks and it has finally crashed. As that has happened my PS icon on my Taskbar has disappeared and if I try to run it from normal - start programs etc - CC2019 just doesn't show up.
I can't get to my laptop at the moment to check what is on C: - what do I check for to see if the main program is on there and if it is can I change the CC apps to point back to C drive now till I sort out what will happen to my D drive (having a fight with the company I bought if from as I am sure it is still in warranty and has been back to them several times).
I need to use PS as I am a digital artist and way behind.

If you installed programs to your non-boot drive, you are going to have to reinstall to put everyone on one drive
I've never done what you seemingly did, so this is only a GUESS but I think you need to sign out of your account, clean CC off your drive, and start fresh
