I already followed up with support online chat and we did a clean install of CC but after a windows restart the issue still presist. I still get the message and after I close it and launch CC again it opens, also I had CC pinned to start menu but it is gone now.
Do I really need to format my PC and do a clean install of Windows just to get CC to work without pestering me with that error message? Searching the forums I can see this issue dates back 2-3 years back and it is still happening.
Edit: My synced files are missing from my PC but are in the cloud...

Noblood, sorry to hear that you continue to face a damaged installation of the Creative Cloud desktop app every time the computer is rebooted. I reviewed case ADB-9983532-S8J4 and solution three of https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html was implemented to resolve the error.
If you find you have to keep renaming the OOBE folder, and running the CC Cleaner Tool, after every reboot, then please review the settings for any installed security software. In particular, you will want to review any utility that is affecting the files stored on the computer during either the restart or startup process.
