Last friday I tried updating Creative Cloud and it showed error 183. I had two guys from support center share the screen with me and try to find a solution, but they couldn't solve it. The kindly asked me to wait until they release a new update which will solve this 183 error, which I did. However, the next day I noticed that they deleted all my apps, and I couldn't install them back because of the same 183 error. Now I can't wait anymore. On saturday and sunday I've been six hours each day with the support center, but they still couldn't solve it. They told me I would be contacted by the senior team but so far I had no call or message from them.
I am working with deadlines, and I can't wait anymore, I need to use the apps now. It's very frustrating to pay for the whole suite and the customer care to delete the apps and not know how to install them back.

I've tried all the solutions I could find on these forums, as well as what I found on youtube. Among them is renaming the OODE files, deleting everything with Adobe CC Cleaner and then manually deleting the Adobe folders from C: and redoing the installation, making a new user with all the privileges, turning off every firewall and anti-virus, installing the apps from the direct download links. Nothing works. I have also tried installing Premiere Pro 2018 and updating it to 2019, but it didn't work either. I must say that while I can install Premiere Pro 2018 without the error 183, it helps me with nothing as I have 20+ projects in Premiere Pro 2019 (all with deadlines!!!!!!!) which use extensions like Geolayers and Red Giants Plugins, so I need to use the 2019 version. Especially since I'm paying for it and it is the Adobe support center's fault for deleting them in the first place.
So please offer me solutions now, I need to use the apps already.

if nothing cc is installed on your computer skip to step 3 (the cleaner step) and proceed from there.
uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
