I changed pc and it no longer recognizes the license. It tells me that it is already installed in 2 pc's, even though it was deactivated and uninstalled from the old pc. I have no way to figure out where the licenses were installed or deactivate them directly from adobe?

if there are no activations, you have to options to remedy that problem. however, if you're not 100% certain the previous installs were explicitly deactivated (and uninstalling doesn't matter), use the computers (if they exist and still run) with the activations and open an app > click help > deactivate. if you've already uninstalled the app before deactivating, but still have the computer, you can reinstall on that computer and then deactivate.

Thanks for the reply, but I had already done the license deactivation in the old pc. When it didn't work in the new one I also uninstalled the software, but nothing changed. Now that I reinstalled the software in the old pc it has the same problem, I can't reassign the license anymore.

you can reinstall cs 5.5 on the old computer
then open one of the cs 5.5 apps > click help > deactivate or sign out
then try to install on your other pc.

i can get into my adobe account. under the “products” , i see registered products including Adobe Design Std, but if i go to the ”activated devices” heading, nothing shows active.

when trying to activate cs5.5 on your your old (or new) computer, carefully use the same adobe id/pass that you used to see your cs5.5 listed on your account.adobe.com page.
if that fails to be accepted again:
if you have an old os, your default browser must support tls 1.2, https://helpx.adobe.com/x-productkb/multi/eol-tls-support.html
to test your default browser's tls you can use , https://clienttest.ssllabs.com:8443/ssltest/viewMyClient.html

do you see both logos after clicking "link"?

The Activated Devices panel isn't relevant to you. It only works with subscription products like Creative Cloud.
