CS3 reinstalled but now wants application setup

I hope that somebody can help as I am struggling to reinstall CS3. Although I have managed to re install CS3 using new installer and newly generated serial number but when I fire up photoshop or illustrator it requires me to go through CS3 Activation. It says NO CONNECTION, I have tried all the options but nothing works, I even tried the 0800 number listed but nothing happens. Can anybody help me to get past this agonising problem. I have tried online help but as usual no help.

CS3 and Acrobat 8 activation server is retired see reply #1 https://forums.adobe.com/thread/2372929

-you MUST use the special serial number AND the special installer you download, not your originals
