Getting new PC, how can I transfer my settings & preferences?

You can search for respective applications presets backup and import, For further assistance, mentioned particular Adobe app and its version,

Well Fireworks is discontinued since 2012. AFAIK, it never had capability to sync settings to the cloud and of course, never will.
Dreamweaver CC stores Settings on the cloud. Go to Preferences panel > Sync Settings. See screenshot.
Check box to IMPORT SYNC SETTINGS.
Click on Apply Updates button.
Restart Dreamweaver and wait for syncing to commence.

They have to do it on all apps,..... same as Dreamweaver
I don't see it in your links on Illustrator or bridge, beside complain that is slow and crushing,....But whatever

You need to ask the respective product communities how to import custom settings.
Each product has it own community.

Often times you can migrate saved preferences & workspaces by copying them from your previous version's folder to the new version's folder with your operating system's file manager (Mac Finder or Win File Explorer).
For better answers, we need to know which OS and apps you're working with.

Widows 10pro,...... new one will be Windows 11

I thought , It not matter what OS I running, somehow, I figure, Adobe Cloud, has some place for backup of preferences,...if they don't, I will suggest to make it,
I know, I can copy and past all preferences from Roaming folder, but sometimes you copy garbage too,.....
Should be more simple as that, for such a "professional" program

I would not be too quick to jump onto Windows 11 yet. There are some known issues with it.

Yes, I know,...... that's was only option on dell on line,...window 11 pro or home
I my loud windows 10 on it when I got it,....it's gonna take Adobe for ever to catch up,....they still has a problem with Windows 7 😂🤣😂

No they don't. Adobe apps won't install on Win 7. It's unsupported. Microsoft quit updating it in January 2020. 🙄
Most Creative Cloud apps work on:
Windows 10 versions 21H1, 20H2, 2004, and 1909 (LTSB branches are not supported)

Try to make a joke,....but true is, they have a problem with Windows 7 , before Microsoft dump it,....I forgot, but I know, I have some issues. Problem is, thy concentrating on MAC,.....
Thanks anyway, I will copy preferences,....
But will be nice if they finally make some app for transforming all settings, something like you open it and you select what you need,.....

It all depends on which apps you use. In Dreamweaver CC, my custom settings & workspaces are synced to the cloud. I can import settings from the cloud through my DW Preferences panel.
Similarly, Photoshop asks if you want to import Preferences when you first install it.

So what you're seeking is already there. But the method varies depending on which apps you use. 🙂

If you're performing a clean install on a new machine, you can get stored Preferences from the cloud. I do it all the time on my other devices. Or maybe we're talking about different things.

so far it never work for me, especially when we did not have a cloud,....
So I don't have to store it nowhere, it will just ask me,.....
I talking abot clean install on different HD, or different machine,....
If I do clean install on PC, where I have lets say Photoshop installed,...yes, it ask me. But not if I change HD..
I using Photoshop since it was on two floppy drives, 1990, and always had to set up my preferences and setting manually.

Correct answer is,....NO adobe has not such a option in Creative Cloud,...only one application has it,it is a Dreamweaver. Other wise you have to copy settings manually from individual folders.
Walking around and saying: here it is, yes we have it long time and lie, is not working.
