Device won't activate

I currently have a education creative cloud subscription and on the account portal there are no devices activated currently. I have uninstalled all the related software multiple times, I have removed all registry items, restarted  and installed creative cloud. Restarted the device and signed in to the creative cloud desktop app with the account the is the registered account for that subscription and then installed an application. Every time it tells me the same thing "Start Trial". I look at the account portal and it still says that there are no devices active in the subscription. an someone please help me get this device registered with the subscription so I can use the applications.
