Do you have to have both the Adobe Pro PC and the Creative Cloud for teams plans? Or can you just have the Adobe Pro PC plan?

What is the purpose of having the Creative Cloud plan?
The Creative Cloud All Apps plan gives you access to all applications (Adobe says 20+ applications including Acrobat Pro DC).
Prices are for my region. Your prices may change due to taxes and currency.

Do you mean Adobe Acrobat Pro DC? Acrobat is included in the All Apps plan.
You can, however, also buy a single product plan. Acrobat is in that sense special as it is part of its own "plan", the Document Cloud. See here: Choose your solution | Adobe Document Cloud

Thank you for your answer. So do you know if you have to have the Creative Cloud? What is the purpose of having the Creative Cloud plan?

The purpose of the Creative Cloud Plan is to give you the other apps included - over a dozen such as Photoshop, InDesign, Premiere Pro, After Effects, Illustrator and more. Nobody needs Creative Cloud (full plan) plus Acrobat DC but that's because the full plan includes Acrobat DC.
