Do you mean Adobe Acrobat Pro DC? Acrobat is included in the All Apps plan.

You can, however, also buy a single product plan. Acrobat is in that sense special as it is part of its own "plan", the Document Cloud. See here: Choose your solution | Adobe Document Cloud

The purpose of the Creative Cloud Plan is to give you the other apps included - over a dozen such as Photoshop, InDesign, Premiere Pro, After Effects, Illustrator and more. Nobody needs Creative Cloud (full plan) plus Acrobat DC but that's because the full plan includes Acrobat DC.
