I purchased Photoshop a long time ago (12 years ago) and I download it onto my computer. Every time I purchase a new computer I am able to go to Adobe and pay to download the newest version. I do not want to start paying a monthly fee to access Photoshop and do not want to have to use the Internet to use Photoshop. Where can I go to just download Photoshop to be available on my computer.

Download the CS5 installer from Download Adobe Creative Suite 5 products.​
There's no additional cost to download. Only download the version for which you have a serial number.
CS5 is not officially supported on Sierra, High Sierra or Mojave. Despite that, Adobe has provided steps for installing.
When downloaded, follow the steps outlined by Adobe here:

If you own a license for some past version of Photoshop, you are likely still able to download that version. Whether or not it will install on a newer machine can depend on how old that version is. Your license does not entitle you to acquire a new version at no cost.

You should never rely on being able to keep downloading. It's lucky Adobe still have it. Save the download. Not, of course, on your computer, because it will be lost if the computer fails. Save it to a DVD or memory stick and put it in a safe place. Use for all downloaded software, to avoid losing access to your expensive software. (Soon, though, it will stop working on future Mac, if it hasn't already).
