Adobe had not tested Adobe Photoshop elements 3.0 on WIN 8.1 hence it may or may not work see, System requirements | Adobe Photoshop Elements,

you can check the community rating by Microsoft here Windows 8.1 compatibility for Adobe Photoshop Elements version 3

When you try to open the download File what happens? Is there any error that shows up? Have you tried extracting the downloaded file.
