Dreamweaver CS3 download problem

this seems to be a long standing issue with some other users.  I've gotten as far as getting a new serial number for my original purchased version and was directed to a download page however when accessing it all I get is a blank screen and nothing happens.  here's the link: Software Download 404 

anybody know how to fix this?

If the link to download the special version isn't working Installation Document Type (CS3 must use NEW installer and number) I don't have a solution
