Drop down options that correestpond to eachother without using javascfipt

Hello. 

We have a pdf that we are trying to generate, where fillable fields (drop downs) interact with eachother. 

Basically if we select a drop down with option a on the first field the rest of the drop downs throughout the document that correspond with option a automatically populate. 

We have been able to successfully do this using javascript BUT our cleint is in a secure enviorment and is not able to enable javascript since its not secure enough. 

Any suggestions on other languages or other secure options to make this work? Plug ins?

The client is in pc enviorment.

What program are you using to create the PDF? We can move this to that product forum or to the Acrobat forum, either of which is more likely to get you a good answer to this question.
