Error 206: Unable to reach Adobe servers

I have uninstalled adobe creative cloud, because Premiere Pro wouldn't Launch (something about dll missing) and now I cannot even install creative cloud! I have tried changing internet connections, disable firewalls, security systems and nothing! Keeps saying: the installer cannot download premiere pro because adobes servere aren't reachable. I am on Windows 10, 64 bit. Please help me, I have work to deliver and I cant work!!!

The dll issue should be fixed by doing a Windows update.

Try using a different browser and see if you can reach Adobe servers.

Yes I have done all updates, but the problem is not the dll. As I have
mentioned, adobe cloud cannot be installed because of error 206! Keeps
saying: unable to reach adobe's servers.
