Error C191 While installing XD

I've tried multiple things to fix this and I cant figure out what to do. I've tried:

Disabling/Enabling firewall

Restarting PC

Running installer as administrator

The installer gets to 85% and then I get the error. Every time.

check your system specs (esp os) Adobe XD System requirements

if you meet specs, right click your temp (or tmp) folder and give full control to whatever user you're using to install xd.
