Error code 131 in Elements 2023

I get error code 131 when I try to install camera raw on Elements 2023. The message says:

 

Please save your work and close the following processes for all logged in users, then click to continue - Photoshop Elements 2023. Error Code 131.

 

This is a strange message as if I close Elements 2023 I can't access the raw installation process. I have tried rebooting, relaoding the software etc, but no change.
