i had the same problem, took your steps to solving it. I get error code p1 when trying to download creative cloud as well.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

use the desktop app to install your cc programs/trials

I have repeatedly gotten the Error code P1 even though this is a brand in OS install on a freshly reformatted disk. Nothing Adobe was ever on here and I am not able to install Creative Cloud, or just Illustraot or Photoshop. We have an enterprise account and I am stuck logging in every time I try.
