Error Code P213

I'm getting what appears to be the infamous p213 error code. I've tried running the installs (for creative cloud and just for photoshop) as an admin but no dice. What exactly could be happening here? This is a domain computer on a Windows network and I am admin on the computer. I click "run as admin" for the installs as well.

I got the same error too. This happened after I reinstalled Windows and wanted to install Adobe Creative Cloud again.

What worked for me was this: I disabled Credential Manager (In Windows, open the Services Manager, search for Credential Manager, right click and choose 'Stop') while signing in. After installing I enabled Credential Manager again. This seems to work for now.
