install the cc desktop app from here https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html and use it to install your adobe subscription and trial programs.

Thanks for the suggestion kglad - but that caused the same error.
Had to get the infrastructure/security team to alter the baselines to get it to work.
This is currently a company wide global setting so had to think about it.

This is a web browser setting. If your IE, Chrome, or Edge settings are controlled by your company you will need to contact IT. For companies the settings are controlled by Group Policy. You can tell by opening IE and going to the security tab. It will say "Some settings are managed by your system administrator" if they are managed by IT. For me I used IE and unchecked Enable Protection Mode, and moved the slider bar for the Security Level to it's lowest level. I was then able to run the install file. If the options are greyed out you will need to contact IT.

it's still not clear if all, some or none of you have an enterprise subscription.
