Error installing Adobe Photoshop Elements 2019

Hello

Having a problem installing Photoshop Elements 2019.

Getting a proxy error in PDApp.log. Have tried with both Windows 10 1809 and Windows 7.

GetIEProxyInfo - Failed to get proxy for the url, error:12180

But it doesnt help. I have access and the root cert seems fine. Tried the installation on two different networks.
