Downloaded Photoshop Elements 2019 from website, started installation & got this error:
C:\ProgramData\Package Cache\{BBF2AC74-720C-3CB3-8291-5E34039232FA}v14.0.24215\packages\vcRuntimeMinimum_x86\
Searched for this error online and got recommendation to download and install vc_redist.x64.exe from Microsoft - tried to do this & the installer tells me that the files are already installed. How do I install 2019?

Colinw38178182, sorry you are facing Visual C++ redistributable errors. Which installer is telling you that the files are already installed? Where did you download the Visual C++ Redistributable from? Finally, what version of Windows are you installing Photoshop Elements 2019 on?

I'm using Windows 7 Professional and the Microsoft installer which I
downloaded from the Microsoft website. Also I looked at my other two
computers, one running Windows 8.1 and the other Windows 10 and don't find
these files on either of these computers either.

I'm using Windows 7 Professional & it's the installer from Microsoft, downloaded from their site that's giving me that message. Also I've now checked my other two computers, one running Windows 8.1 and the other running Windows 10 and these files are not on either of these computers either.

Thank you for the update, Colinw38178182. If you are receiving errors while installing the Visual C++ Redistributable then please work with Microsoft to correct the error. The Visual C++ Redistributables are a shared component, produced by Microsoft, that are utilized by a variety of applications including Adobe applications.
I would also recommend that you verify that at minimum Service Pack 1 has been installed on the Windows 7 Professional installation. You can find a complete list of system requirements for Photoshop Elements 2019 at https://helpx.adobe.com/photoshop-elements/system-requirements.html.

CW, you can use the process listed in Return or exchange a non-subscription product to request a return. I would recommend correcting the error you are facing with the Visual C++ Redistributables, as it will affect other applications.

Thank you for all of your help. Resolution included reinstalling missing
files after using microsoft tool to uninstall them.

I haven't given up yet but I'm having the same problem. Your suggestion to work with Microsoft is ridiculous. The problem is the installation files that came from Adobe. I tried installing Photoshop Elements and Premier Elements and they're looking for the same visual c++ file. There are 4 instances of it on my computer but I don't know where to direct the Elements installers to find them. (That's my issue, I know.) Why aren't the needed files included?

Rediculous? I did not work with MS. I downloaded their uninstaller for
problem programs, used it & then reinstalled the required files. PS
Elements 2019 then installed without problems. If all of the required files
are on your computer in 4 different places you can install PSE 2019 until
you get to where it wants the files you can then use the 'browse' function
(bottom of the install box) to redirect the installer to the appropriate
location & it should work. If it doesn't I'd suggest that tou do what I
did: uninstall then reinstall the appropriate diles.

I did not mean to come off like a jerk but I was getting frustrated. I don't know where the various instances of Visual C++ are located so I can't direct the installer to them. I removed all the Visual C++ 2015 files with Revo Uninstaller and installed 14.0.23026 again. It installed fine but the Photoshop installer is asking for it but I don't know where it was installed. Some people have said that you can direct the Visual C++ files to install to the location of your choice but that has not been an option when I install it. I will try to find the uninstaller you used and try again. A warning I have seen from other people is that if you remove an instance of one of these Visual C++ files some programs might not run because they will be looking for the specific one that was installed with that particular program. (This is why I always make a current backup of my computer before making any big changes so I can try fixes without crashing my system permanently.)

I understand your frustration. The air in my office was very blue for the
two or three days it took for me to get PSE 2019 working. Hopefuly this
post will make what I did more clear.
I went to:
https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed
and downloaded MicrosoftProgram_Install_and_Uninstall.meta.diagcab and
installed it.
I used this to uninstall everything that said MS Visual C++ 2015.
I then went to:
https://www.microsoft.com/en-us/download/details.aspx?id=48145 and down
loaded: vc_redist.x86.exe & vc_redist.x64.exe
Installed both of these then went back and used the PSE 2019 installer and
everything worked fine.
I've just tried using Revo Uninstaller Pro to remove all of the C++ 2015
files then reinstalled them using the above installers and that worked fine
for me too. I wish I would have thought of using Revo Uninstaller first. It
would have saved me a lot of time searching for the MS program.
I'm not really a computer person; I expect when I buy a program it should
install and work. I find it very frustrating that Adobe help is very
unhelpful only telling its customers to go to Microsoft. MS, of course will
point the finger at Adobe. I think that if Adobe is going to use components
in their programs that are from another source they should at least provide
detailed instructions how to correct problems caused by those non-Adobe
components.

Thank you colinw. I recently had a useless conversation with someone from the Adobe Support team who suggested that I contact Microsoft about their - Microsoft's - problem. I tried to explain to him that I thought that a component that is needed for Adobe's program should be included. His refrain was that I can go to Microsoft's site and download it from there. (I know that he can't know all the infinite combinations possible in a computer configuration but he seemed fixated on the ONLY solution.) I spent hours over two days removing and installing Visual C++ and tracking where the .msi file was installed blah, blah, blah. I hate to admit it but my fix was to do...nothing. I just clicked past the window where it asked me where Visual C++ was and after a LENGTHY pause it continued with the installation. I haven't experimented with the program yet but it starts up every time. Different versions of Visual C++ have been installed on my computer several times from other programs and maybe Elements just 'found' it. (The same 'solution' worked with Premier Elements as well.)
