Error P206 while installing Lightroom CC on Windows 8

I can't get Lightroom to install! I'm running windows 8 and it has worked before so I tried reinstalling the older cc version but I just keep getting the error message that I am not reaching adobe servers and p206? I have followed all the ways listed to remove and reinstall the cc app.
