error starting foto editor after installing fotoshop elements 2021 update

Yesterday I was offered the update for APE 2021, so ok i installed it. Since then I have problems starting the foto editor from the organizer. Now i see i have APE 19, maybe that is the problem? If so why was the update offered to me? Can i undo this install?

The error has no number, just says (in dutch) "Kon uw verzoek niet uitvoeren wegens een programmafout", translated: could not execute your request due to a program error.

Rebooting my laptop does not improve anything.

Thanks, but on your first link i get this message:

Forbidden - You don't have permission to access this resource.

Meanwhile I solved the problem, seems that the files with problems (.jpg) were all from the same source and dit not have the correct jpg format, something like that. When i saved them again in jpg format the errors were corrected and i could edit the files.
