Everytime i open any Adobe product it says "file is locked"

Ok so recently, I installed after effects, premiere pro, and photoshop all the 2019 version. Well ever since I installed it, whenever I open it I get this error:

So i tried uninstalling the 2019 versions of all Adobe softwares and went back the 2017 versions, the same thing would happen to every program. PLEASE HELP!!!

This shows up when you start a program like Photoshop?

Or does it come up with the message when you ​open a file from within Photoshop (or any other CC program you named...)

Do you start the programs as an Administrator or with an user with Admin rights?

If not try to run the programs as an Administrator.
